Del Rey Oaks City Council Members
JOSEPH P.
RUSSELL, MAYOR: Originally
elected in 1974, and is currently serving his ninth
term. Mr. Russell received a Bachelor of Arts degree
from the University of California at Berkeley and a law
degree from Lincoln University in San Francisco. He
practiced law in Monterey County for 15 years, both in
general practice and the District Attorney’s Office. He
also worked for Granite Construction Company for 12
years after leaving the active practice of law. He
currently serves as an arbitrator for the Superior Court
and also private construction cases. He and his wife,
Ruth, have lived in Del Rey Oaks since 1965. They have
four children and two grandchildren. Mr. Russell also
served four years in the U.S. Navy during the Korean
War.
JERRY B. EDELEN, VICE MAYOR:
Appointed to fill a vacant seat in March 1998, and
elected to his second term in 2004. Council Member
Edelen is a native of Del Rey Oaks since 1957, serving
on the Del Rey Oaks Planning Commission for one year,
prior to being appointed to the Council. Mr. Edelen
graduated from Monterey High School, received a Bachelor
of Science degree in Engineering from the U.S. Military
Academy at West Point, received his Master’s degree in
Education from Stanford University and his Master’s in
Business Administration from Long Island University. In
1992 he retired from an Army career in Airborne Infantry
and education as a Lieutenant Colonel. In 1995 he
returned to Del Rey Oaks with his wife, Gloria, and two
sons. Currently, he is the Director of Chapman
University College in Monterey.
JEFF CECILIO,
COUNCIL MEMBER
KRISTIN A. CLARK, COUNCIL
MEMBER: Appointed to fill a
vacant seat in November 2002, she is serving her second
term. Council Member Clark is a life long resident of
the Monterey Peninsula. Prior to her appointment to the
City Council, she served on the Del Rey Oaks Planning
Commission and is an active member of the Del Rey Oaks
Citizens Action Committee and the Del Rey Oaks
Neighborhood Emergency Response Team. Ms. Clark has
dedicated herself to responding to the needs of the
public and the city. She works for a local dentist
office, as the Payroll and Accounts Payable
Administrator. She and her husband, Jim, have lived in
Del Rey Oaks for the past ten years and have one
daughter, Courtney, who is a sophomore in college.
DENNIS G.
ALLION, COUNCIL MEMBER: Mr.
Allion is a retired US Navy Supply Corps Commander. He
has lived in Del Rey Oaks since 1993. Mr. Allion has
been the Deputy Director, Center for Acquisition
Education, Training, and Research, for the Defense
Acquisition University at the Naval Postgraduate School.
He was appointed to the position of Chief Financial
Officer, Institute for Defense Education and Analysis at
the Naval Postgraduate School in June of 1998, and
subsequently the Executive Director of the Institute.
From September
2000 to May 2002 he was the Business Manager for MeduNet,
a Saudi Arabian company providing Internet, hospital
information systems and telemedicine services to
hospitals in Saudi Arabia. Since June 2002 he has been
employed as a Senior Program Manager at CTB/McGraw-Hill
LLC in Monterey, California.
Mr. Allion was
a member of the City of Del Rey Oaks Planning Commission
for five years and was elected to the Del Rey Oaks, City
Council in November 2006. He is a member of the
Institute of Management Accountants (IMA) and is a
Certified Management Accountant (CMA).
